For years, the vast majority of consumer finance apps in the Philippines functioned strictly as digital lenders. Users could borrow money for everyday purchases, settle bills, or buy now and pay later, but building actual wealth or storing money safely required stepping outside these platforms and dealing with traditional banking infrastructure.
That gap is beginning to close. Billease is expanding beyond digital credit to become a full-fledged regulated banking ecosystem, setting up a system where users can store, save, and manage their money inside the exact same application they use for financing.
From Consumer Credit to Full-Service Banking

The shift comes as Rural Bank of Sta. Maria (Ilocos Sur), Inc., the banking institution acquired by Billease’s parent entity, officially changes its name to Billease Bank, Inc. (A Rural Bank), a rebrand that marks the technical integration of a regulated rural bank into Billease’s existing digital infrastructure. Following an ongoing modernization program and a target capitalization push exceeding ₱1 billion by the end of 2026, the bank is preparing to roll out savings and deposit products directly within the main Billease mobile application. For existing customers, this removes the friction of maintaining separate apps for credit and savings. Instead of transferring funds out to an external bank account to build an emergency fund or earn interest, consumers will soon access deposit features natively.
Veteran Central Banker Joins the Board

To support its evolution into regulated digital banking, Billease Bank has elected Eduardo G. Bobier, former Deputy Governor of the Bangko Sentral ng Pilipinas (BSP), as an Independent Director, subject to final BSP confirmation.
Bobier brings over 30 years of central banking expertise, having previously managed administrative, budget, and control functions across the BSP’s Corporate Services Sector. His background includes senior leadership in financial comptrollership, institutional risk management, and central bank treasury operations.
According to World Bank data from 2024, roughly half of Filipino adults lacked a formal financial account. By embedding deposit accounts directly into an active credit network, Billease Bank aims to convert casual credit users into long-term account holders, offering a clearer bridge toward broader financial inclusion.
