The Philippines has officially exited the FATF grey list, marking a significant milestone in its efforts to strengthen anti-money laundering (AML) and counter-terrorism financing (CFT) measures. To maintain compliance, the Securities and Exchange Commission (SEC) has unveiled several initiatives, including Project HARBOR, a beneficial ownership registry aimed at improving transparency and data-sharing with partner agencies.

  • Recognizing the risks posed by cryptocurrencies, the SEC is also drafting new rules for crypto-asset service providers (CASPs) to enhance oversight of digital asset-related businesses. These regulations, expected to be finalized by 2027, aim to prevent financial crimes within the crypto sector.

Paul Soliman, CEO of BayaniChain, explained that the Bybit hack, which led to $1.46 billion in losses, was a classic social engineering attack rather than a failure of blockchain technology. Hackers from North Korea’s Lazarus Group tricked Bybit’s security team using a fake user interface (UI), making them unknowingly approve a malicious transaction.

  • Soliman emphasized that the breach exploited human error, not blockchain flaws, as the attackers used deception to replace a legitimate transaction with a fraudulent one.
  • Soliman also noted that cybersecurity is extremely difficult, and such attacks can happen to any organization. He highlighted that multi-signature vulnerabilities played a role in the attack, echoing concerns raised by Binance’s CZ and Fireblocks.
