Integrity Chain, a blockchain-based transparency platform, went live during a launch led by the Department of Public Works and Highways (DPWH) in the agency’s Head Office in Port Area, Manila City.

The launch introduced the Audit and Voting System (AVS) Onchain, an on-chain system that aims to strengthen accountability and public oversight in infrastructure projects.

Consequently, the initiative received a message of support from Senator Bam Aquino, who highlighted the initiative’s relevance to transparency and digital governance reforms, and Department of Information and Communications Technology Secretary Henry Aguda, who underscored the role of secure digital infrastructure in modernizing public service delivery.

Integrity Chain Now Live

The launch was in partnership with the Blockchain Council of the Philippines, more than 40 accredited non-government organizations (NGOs), and private sector stakeholders.

It should be noted that in late 2025, DPWH adopted Integrity Chain, which is powered by BayaniChain Ventures using its Lumen and Prismo technologies.

What is AVS Onchain?

According to the press release, AVS Onchain aims to strengthen accountability and public oversight in infrastructure projects, according to BayaniChain Ventures.

BayaniChain said the system will use blockchain technology to improve data integrity, enhance traceability, and support evidence-based oversight across government operations. Through this, the company said it will be a secure, tamper-resistant digital platform for recording and verifying project transactions, documents, and process milestones.

Meanwhile, DPWH Secretary Vince Dizon emphasized in his message that it is “an important milestone” for the agency, which was the center of conversation during the flood control fiasco.

Moreover, the AVS Onchain is said to introduce a multi-stakeholder audit mechanism that enables accredited NGOs to participate as independent validators, where they can review project records, submit audit comments, and vote on compliance and quality indicators during defined open audit periods.

A live demonstration about the system, which included a blockchain walk-through and use-case presentation, was done by BayaniChain CEO Paul Soliman and technical personnel Aldrin Dy. From there, the presenters explained that the feedback of the validators and voting results are permanently recorded on-chain, creating a transparent and tamper-resistant public accountability layer accessible to citizens.

The event concluded with the official activation of the system dashboard of AVS Onchain.

What is DPWH’s Integrity Chain?

According to the released statements, Integrity Chain records project budgets, milestones, and compliance reports on a decentralized ledger with the goal of strengthening accountability in public infrastructure projects. Its key features include a decentralized ledger operated by validators from NGOs, academe, media, and trade organizations, providing independent verification of records.

It was first presented by Integrity Chain Lead Convenor Donald Lim, who also brought up the idea that Integrity Chain will rely on a “human blockchain,” with representatives from stakeholders as validators.
