Following a meeting with Western Pacific and Prismo Blockchain Contributor BayaniChain, the Philippines’ agency responsible for all land transportation in the country, the  Land Transportation Office (LTO), is exploring the use of blockchain technology to enhance transparency and efficiency in its services.

Key Details: In a media release, the agency, led by LTO Chief Assistant Secretary Atty. Vigor D. Mendoza II, expressed its push for the digitalization of its processes.

  • The focus was on integrating blockchain technology to improve transparency and efficiency in LTO services by creating a secure and effective digital system to enhance service delivery for the LTO.

What is Prismo Blockchain? It is a blockchain-as-a-service platform in the Philippines, focused on empowering businesses and individuals with web3 technology by offering blockchain solutions including public, private, hybrid, and localized networks.

  • In an interview with BitPinas Junior Editor Nathaniel Cajuday, Soliman expressed that if BayaniChain convinced the whole government to put everything on the blockchain through Prismo, the general public may have one year to two years to experience its benefits. 
  • Currently, Prismo has an ongoing functioning minimum viable product (MVP) already implemented within the Department of Budget and Management (DBM) of the country.
    • Known as Project Marissa, it is a blockchain initiative developed with Bayanichain and Hacktiv, to enhance the security and efficiency of budget document management, integrating technologies like Polygon PoS and Microsoft Azure Confidential Ledger.
    • Prismo is utilized by the DBM to add security to critical budget documents, including the Special Allotment Release Orders (SARO). 
  • What is Next for Prismo? In the same interview, Soliman revealed that they are in talks with the Intellectual Property Office of the Philippines about digital copyright and a soon-to-launch project with Cavite  City.

Blockchain in the Government: 

  • In June, the DICT launched eGOVchain, a government blockchain initiative enhancing transparency, security, and efficiency in public services, aiming to protect sensitive data from cyberattacks, reduce fraud, and build trust, with plans to expand its infrastructure through private sector support by 2025.
  • In 2023, the Supreme Court partnered with blockchain-powered startup Twala for insights into drafting regulations for electronic notarization, exploring blockchain’s potential to enhance security and efficiency in document verification.
